The
Honorable Tricia Hunter, RN is a former member of the California Legislature,
having served three and a half years in the Assembly, representing San
Diego and Riverside Counties. Tricia also served 11 years as a Governor's
appointee. In her tenure in the legislature, Tricia was a member of leadership,
serving as Vice Chair and Lead Republican of the Health Committee, Human
Services Committee and Education Committee. In 1990, 1991, and 1992 Tricia
carried 2/3 of the budget package on behalf of Governor Pete Wilson, negotiating
the budget language for many of the State Agencies and Departments. Governor
Pete Wilson appointed Tricia as a Special Assistant to the Health and
Human Services Agency, to the California Medical Assistance Commission
and twice to the Board of Registered Nursing where she served two years
as president. Ms. Hunter remains very active in numerous associations
such as the Rotary Club, CEWAR (California Elected Women's Association)
and several political associations. While healthcare issues are often
Ms. Hunter's main specialty area, she has distinguished herself as a
renowned advocate and regulatory consultant in many other policy areas
including issues with the Department of Fish and Game, Social Services,

Myrna
Allen is a public and private sector healthcare executive with over twenty-five
years of experience in the field. Ms. Allen has specialized in organizational
restructuring, strategic planning, clinical operations and contracting
for profit and non-profit systems dealing with state government. As a
Governor's appointee by both the Wilson and Davis administration to the
California Medical Assistance Commission and the Department of Consumer
Affairs on the Board of Registered Nursing, Ms. Allen led the negotiations
for the Sacramento Geographic Managed Care model that is both medical
and dental. Myrna was responsible for negotiating with the private sector
and numerous governmental agencies and departments to implement the second
largest Geographic Managed Care Model in the state of California. As an
owner of GRG, Myrna is responsible for clients that have
issues that range from restraint of trade, regulatory approval of programs,
government contracts
for services, government audits and many other issues. As Chief Operating
Officer and active CEO for Anaheim Memorial Hospital, Ms. Allen directed
all clinical, ancillary, technology, and risk management services for
a $60 million, 240 bed non-profit tertiary healthcare organization. Myrna

Roberta E. Mendonca
Roberta
E. Mendonca is an attorney with a diverse government relations background.
Responsible for developing and enacting legislative policy positions in
the areas of workers’ compensation, professional licensure, tort
reform and unemployment insurance, she has broad knowledge of the state’s
regulatory and administrative procedures. Serving as the Public Adviser
for the California Energy Commission during the energy crisis she represented
the public in the review of an historic 81 power plant sitting cases.
As Chief of the Division of Labor Standards Enforcement (Labor Commissioner),
she oversaw wage claim adjudications and enforcement of California’s
labor laws and Industrial Welfare Commission Orders. Her legislative positions
include: Deputy Director Legislation, Department of Industrial Relations;
Assistant Director – Legislation, Department of Consumer Affairs,
and Counsel for Insurance and Employee Relations for the California Chamber
of Commerce. She is also skilled at coalition building and grass roots
advocacy. A graduate of McGeorge School of Law, University of the Pacific,
Ms. Mendonca also has a lifetime secondary teaching credential. She is
